Job summary

Instacart is seeking a Lead Contingent Workforce Program Manager to inherit our MSP/VMS platform (Beeline + Monument) and turn it into a fully governed, scalable program. You’ll build governance, SOPs, and accountability across Finance, Legal, Accounting, and IT.

You’ll drive adoption, manage onboarding/offboarding, and implement SOX-ready policies while shaping the supplier network and program roadmap, including international expansion.

Qualifications

• 7+ years of experience in program management, operations, or workforce management.
• Experience managing vendor or supplier relationships, ideally in a staffing, MSP, or VMS context.
• Strong process development skills — you design operating models, not just execute against them.
• Proven ability to drive cross-functional alignment across Finance, Legal, HR, and business stakeholders.
• Comfortable leading a newly launched program where the playbook is still being built — you’ll write it.
• Exceptional communication and influencing skills, including at the executive level.

Responsibilities

• A fully operational program, not just a platform. You'll establish governance frameworks, SOPs, and clear accountability structures to create a durable operating model for contingent workforce.
• A trusted, well-governed supplier network. Manage the approved supplier network and onboarding/offboarding within rate, compliance, and worker classification frameworks.
• Policies that hold up under audit. Refine worker classification and tenure policies that are SOX audit-ready.
• Drive organizational adoption of the model through trainings and enablement materials to reduce friction in engagement of external labor.
• Own the roadmap beyond launch, including international expansion via centralized EOR and platform enhancements.
