Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience to support the AMS Edit Book Update process. This role is fully remote within the United States and requires the ability to obtain a USPS Public Trust clearance. You will code, test, and research existing processes to meet project timelines.

The ideal candidate has extensive COBOL and DB2 experience, familiarity with Changeman, and demonstrates strong analytical skills to translate complex requirements into workable solutions.

Qualifications

• 8+ years of COBOL and DB2 experience.
• Experience with Changeman to create packages and promote code.
• USPS Public Trust clearance or ability to obtain one.
• Ability to translate requirements into technical specifications.

Responsibilities

• Analyzes user/business software system requirements and determines needs
• Determines the functionality of an application and performs upgrades over time
• Maintains documentation to support software development policies, standards, and procedures
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow
• Translates highly technical specifications into clear non-technical requirements
• Develops and documents features and user stories with acceptance criteria
• Assists team with preparation of cost estimates
• Implements best practices for scalability, supportability, ease of maintenance, and system performance
• Creates current and future state documentation related to existing interfaces
• Creates Interface Control Documents (ICD) documenting existing and future interfaces
