Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience for the AMS Edit Book Update process. This fully remote US-based role requires the ability to obtain a USPS Public Trust clearance and will focus on code, testing, and research to meet projected timelines.

The ideal candidate will collaborate with project teams, translate complex specs for non-technical stakeholders, and contribute to scalable, maintainable solutions across the software lifecycle.

Qualifications

• 8+ years of COBOL and DB2 experience.
• Ability to obtain USPS Public Trust clearance.
• Bachelor's degree in CS or related field preferred.

Responsibilities

• Analyzes user/business software system requirements and determines needs.
• Determines the functionality of an application and performs upgrades over time.
• Maintains documentation to support software development policies, standards, and procedures.
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow.
• Translates highly technical specifications into clear non-technical requirements.
• Develops and documents features and user stories with acceptance criteria.
• Assists team with preparation of cost estimates.
• Implements best practices for scalability, supportability, ease of maintenance, and system performance.
• Creates current and future state documentation related to existing interfaces.
• Creates Interface Control Documents (ICD) documenting existing and future interfaces.
