GovCIO is seeking an experienced COBOL Programmer with 8+ years of experience to support the Automated Rural Address Management System (AMS) Edit Book Update process. The position will be fully remote within the United States and candidates should be able to obtain and maintain a USPS Public Trust clearance.

Qualifications

• Active USPS Public Trust clearance ability.
• 8+ years COBOL and DB2 experience.
• Experience with Changeman to create packages and promote code.
• Ability to translate technical concepts for non-technical audiences.
• Lead project teams within an assigned unit and manage tasks.
• Familiar with creating ServiceNow Change requests following USPS processes.

Responsibilities

• Analyze user requirements and determine needs.
• Develop, analyze, and organize requirements and data mappings for developers.
• Maintain documentation to support software development policies and procedures.
• Translates highly technical specifications into clear non-technical requirements.
• Prepare cost estimates and assist team with project tasks.
• Collaborate with SMEs, PMs, and multimedia specialists.
• Ensure scalability, performance, and maintainability of systems.
• Create Interface Control Documents (ICD) for interfaces.
