Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience to support the AMS Edit Book Update process. This role is fully remote within the United States and requires the ability to obtain a USPS Public Trust clearance.

Responsibilities include analyzing requirements, documenting designs, and collaborating with project managers and SMEs. Knowledge of Changeman and ServiceNow is a plus for change management and incident response.

Qualifications

• 8+ years of COBOL development experience with DB2.
• USPS Public Trust clearance required or obtainable.
• Bachelor's degree preferred; or 4 additional years of relevant work.
• Experience with Changeman and change-management processes.

Responsibilities

• Collaborates with SMEs to gather requirements and determine strategic solutions.
• Analyzes program requirements and translates into actionable designs.
• Maintains and updates courseware aligned with objectives.
• Collaborates with project managers, SMEs, and multimedia specialists.
• Develops requirements specifications, data mappings, diagrams, and flowcharts.
• Translates technical specs into clear non-technical language.
• Documents features and user stories with acceptance criteria.
• Assists with cost estimates for projects.
• Implements scalable, maintainable system practices.
• Creates interface documentation for existing and future interfaces.
