Job summary

GovCIO is seeking a highly skilled COBOL Programmer to support the AMS Edit Book Update process. The position is fully remote within the United States and requires the ability to obtain USPS Public Trust clearance.

You will code, test, and research existing processes to meet projected timelines on this project. The ideal candidate will collaborate with project managers, SMEs, and multimedia specialists to analyze requirements, document interfaces, and implement scalable solutions.

Qualifications

• Clearance required: USPS Public Trust eligibility.
• 8+ years of COBOL and DB2 experience.
• Bachelor's degree preferred but not required; alternative: 4 additional years of relevant work experience.
• Experience with Servicenow change requests and incident response is preferred.

Responsibilities

• Gathers requirements from SMEs and analyzes program needs.
• Develops and documents features, user stories, and acceptance criteria.
• Translates technical specs into clear non-technical requirements.
• Maintains and updates documentation and ICDs for interfaces.
• Collaborates with PMs, SMEs, and multimedia staff on project tasks.
• Lead, plan, and manage project tasks as needed.
• Supports incident response and change processes in ServiceNow.
• Assists with cost estimates and project planning.
• Ensures best practices for scalability and performance.
