Job summary

GovCIO seeks a COBOL Programmer with 8+ years of experience to support the AMS Edit Book Update process. The role is fully remote within the United States and requires the ability to obtain a USPS Public Trust clearance. Responsibilities include coding, testing, and researching existing processes to meet project timelines.

Collaboration with subject matter experts, requirement analysis, and documentation of interfaces are essential. Prior COBOL/DB2 and Changeman experience is highly valued.

Qualifications

• Clearance: USPS Public Trust required or ability to obtain
• Bachelor's degree preferred but not required; if no degree, 4 years of relevant work experience may be substituted
• 8+ years of COBOL & DB2 experience is preferred

Responsibilities

• Analyzes user/business software system requirements and determines needs
• Determines the functionality of an application and performs upgrades over time
• Maintains documentation to support software development policies, standards, and procedures
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow
• Translates highly technical specifications into clear non-technical requirements
• Develops and documents features and user stories with acceptance criteria
• Assists team with preparation of cost estimates
• Implements best practices for scalability, supportability, ease of maintenance, and system performance
• Creates current and future state documentation related to existing interfaces
• Creates Interface Control Documents (ICD) documenting existing and future interfaces

Education

Bachelor's Degree in Computer Science or related technical discipline
