Job summary

GovCIO is seeking a Clinical Subject Matter Expert to lead clinical/operational authority on community care workflows for a health IT delivery team. This fully remote US role converts complex clinical processes into testable requirements and validates functionality against real clinic workloads.

Required RN licensure, 8+ years in related roles, and experience with VA referral systems. Clear communication with clinical staff and engineers is essential for success.

Qualifications

• Bachelor's degree with 8+ years of experience or (commensurate experience).
• Registered Nurse with 5+ years of clinical healthcare experience (or commensurate).
• Active, unrestricted RN license in a US state or territory.
• Two+ years in VA community care referral coordination or related fields within 12 months.
• Daily use of VA referral management system (HSRM) and VistA/CPRS or Millennium/PowerChart at a Federal EHR site.
• Knowledge of VA Directives 1230-1232 and Community Care guidelines governing consults and eligibility.

Responsibilities

• Serves as the clinical and operational authority for community care workflows and documents end-to-end processes.
• Converts processes into user stories, acceptance criteria, business rules, and diagrams for the tech team.
• Ensures system behavior aligns with VHA policy and field SOPs.
• Translates clinical knowledge for program leadership and engineering teams.
• Defines UAT scenarios and assesses field readiness of delivered functionality.
• Defines reporting and dashboards from coordinator and supervisor perspectives.
