Job summary

GovCIO is hiring a Clinical Subject Matter Expert to serve as the clinical authority for health IT capabilities supporting Veteran community care. This fully remote role documents and translates clinical workflows into clear, testable requirements for the technical team, and validates delivery against real clinic workloads.

Qualifications

• Bachelor's degree with 8+ years of experience or commensurate experience.
• Active, unrestricted RN license in a US state or territory.
• Two+ years of VA community care referral coordination or equivalent experience (current or within 12 months).
• Daily use of VA referral management system (HSRM) and VistA/CPRS or Millennium/PowerChart at a Federal EHR site.
• Working knowledge of Consult Toolbox, SEOCs, and Request for Services process.
• Applied knowledge of VHA Directives 1230/1231/1232 and Community Care Field Guidebook.

Responsibilities

• Documents community care workflows end to end and translates them into user stories, acceptance criteria, rules, and diagrams.
• Translates clinical and operational knowledge into build-ready artifacts for the technical team.
• Ensures system behavior reflects governing policy and SOPs.
• Acts as translator between frontline clinical practice, program leadership, and engineering.
• Defines and executes clinical user acceptance testing with real case scenarios.
• Defines reporting and dashboard requirements from coordinator and supervisor viewpoints.
