UNOPS Barbados Country Office seeks a Procurement Management Specialist to lead demand-driven procurement assignments for climate-resilient infrastructure. The role emphasizes remote-first delivery, capability building, and close collaboration with government counterparts and regional partners.

The incumbent will oversee procurement planning, documentation, evaluation, and contract management across Caribbean projects, ensuring value for money and adherence to donor frameworks.

Qualifications

• Master’s degree or equivalent in a relevant field with 5+ years of experience, or a Bachelor’s with extensive procurement background.
• Experience with public procurement systems, governance and donor requirements is preferred.
• Ability to work with government counterparts and international partners.

Responsibilities

• Procurement planning and strategy development for projects and programmes.
• Prepare and review procurement documentation, terms of reference and procurement plans.
• Support solicitation, evaluation, negotiation and award stages with technical input.
• Advise on contracting, contract management, amendments and close-out.
• Strengthen procurement systems, procedures, and governance for efficiency and transparency.
• Capacitate stakeholders through workshops and practical knowledge transfer.
• Deliver mandatory reports and ensure quality of final outputs.
