Job summary

Pioneer Corporate Services Inc. seeks a Change Management Specialist to lead organizational change for a multi-year modernization. Remote role for staff and external partners, focusing on a smooth transition to modern digital services including the public portal and new intake workflows.

The candidate will design and drive the change strategy, manage stakeholder readiness, communications, and training while aligning with Agile/SAFe release cadences and audit-ready processes.

Qualifications

• 10+ years in organizational change management with enterprise IT modernization or platform migration.
• Formal OCM methodology knowledge (Prosci/ADKAR, Kotter or equivalent).
• Experience building and delivering training and communications for internal staff and public-facing user populations.
• Ability to operate inside Agile/SAFe release cadences.
• Strong executive communication; able to brief senior Government stakeholders.
• ITSM change and release process experience (ServiceNow or equivalent).

Responsibilities

• Develop and execute an organizational change management strategy and roadmap aligned to the MVP release plan.
• Conduct stakeholder analysis, change impact assessments and readiness assessments for each modernization increment.
• Design and deliver communications plans, training curricula, job aids, quick-reference guides and demonstration sessions.
• Lead knowledge transfer to federal staff and other contractors, including documentation, walkthroughs and architecture handoff.
• Define and track adoption metrics, resistance indicators and post-deployment feedback loops; adjust on evidence.
• Coordinate release communications with content, help desk and operations so external users are informed ahead of user-facing change.
• Support release and change advisory processes; ensure change records, approvals and configuration baselines are audit-ready.
• Prepare internal staff for AI-assisted workflows, including expectation setting on human oversight of system recommendations.
