Role: Change Management Specialist -- SME with Prosci

Role Summary
Leads the people and process side of a multi-year platform modernization. Designs and executes the organizational change strategy that carries internal staff, external stakeholders and the public from legacy applications to modernized digital services with minimal disruption and measurable adoption --- including the new public portal and online intake services.
Key Responsibilities
- Develop and execute an organizational change management strategy and roadmap aligned to the MVP release plan.
- Conduct stakeholder analysis, change impact assessments and readiness assessments for each modernization increment.
- Design and deliver communications plans, training curricula, job aids, quick-reference guides and demonstration sessions.
- Lead knowledge transfer to federal staff and other contractors, including documentation, walkthroughs and architecture handoff.
- Define and track adoption metrics, resistance indicators and post-deployment feedback loops; adjust on evidence.
- Coordinate release communications with content, help desk and operations so external users are informed ahead of user-facing change.
- Support release and change advisory processes; ensure change records, approvals and configuration baselines are audit-ready.
- Prepare internal staff for AI-assisted workflows, including expectation setting on human oversight of system recommendations.
Required Skills & Experience
- 10 years in organizational change management with significant experience on enterprise IT modernization or platform migration.
- Command of a formal OCM methodology (Prosci/ADKAR, Kotter or equivalent).
- Experience building and delivering training and communications for both internal staff and public-facing user populations.
- Ability to operate inside Agile/SAFe release cadences.
- Strong executive communication; able to brief senior Government stakeholders.
- ITSM change and release process experience (ServiceNow or equivalent).
Preferred Qualifications
- Prosci Change Management Certification.
- Federal program experience.
- Legacy-to-cloud or legacy-to-CMS transition background.
- Experience managing workforce adoption of AI-enabled capabilities.
Education
Bachelor's degree in Business, Organizational Development, Communications or a related field; Master's preferred.
