Job summary

WSP USA seeks a Regional TOC Operations Manager to lead a 24/7 transportation operations center in Virginia, providing operational oversight for incident management, traveler information, weather operations, ITS monitoring, emergency response, and special events.

You will supervise TOC staff, develop AWPs, monitor KPIs, ensure SOP compliance, coordinate with VDOT and partner agencies, and lead continuous improvement initiatives while managing budgets.

Qualifications

• Bachelor's degree in transportation, engineering, emergency management, public administration, information systems, or related field.
• Five (5)+ years of progressively responsible transportation operations experience.
• Five or more years supervising a 24/7 operations center.
• Experience managing transportation operations or traffic management centers.
• Experience leading supervisors and operations personnel.
• Traffic Incident Management experience.
• Experience working with police, fire, EMS, DOT maintenance, and emergency management agencies.
• Experience in preparing executive reports and operational metrics.
• Experience with staffing, scheduling, budgeting, and performance management.
• Experience managing multiple priorities during emergency operations.
• Traffic Operations Center experience (preferred).
• Advanced Traffic Management Systems (ATMS) (preferred).
• Intelligent Transportation Systems (ITS) (preferred).
• Performance dashboards and KPI reporting (preferred).
• FHWA SHRP2TIM training certification (preferred).
• NIMS / ICS 100 / 200 / 700 / 800 (preferred).

Responsibilities

• Lead daily operations of a 24/7 TOC and oversee TOC supervisors, lead operators, analysts, and support staff.
• Develop and maintain Annual Work Plans (AWPs) and monitor contractual KPIs.
• Ensure compliance with VDOT policies, SOPs, and contract requirements.
• Coordinate staffing, scheduling, recruiting, and performance evaluations.
• Oversee coordination of special events, emergency operations, weather events, and incident response.
• Coordinate interoperability between regional TOCs and with VDOT Regional Traffic Operations staff.
• Lead monthly operational reviews and performance reporting; develop corrective action plans.
