Volunteers of America Texas is seeking a Regional Housing Manager to oversee a portfolio of affordable housing communities across Texas. You will lead on-site teams, drive performance, ensure regulatory compliance, and enhance resident satisfaction in line with VOA-Texas’s mission.

The role requires 5+ years in supervisory multi-site property management, strong leadership, budgeting skills, and regular travel to assign properties.

Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• Minimum 5 years of supervisory and multi-site property management experience.
• Strong knowledge of affordable housing programs, operations, finance and compliance.

Responsibilities

• Recruit, train, coach, and supervise site administrators and staff.
• Drive performance through occupancy, budgets and resident retention.
• Ensure compliance with HUD, LIHTC, Section 8, PRAC, Bond and other regulations.
• Monitor financials, analyze variances, and implement corrective actions.
• Oversee maintenance, capital projects, and asset preservation.
• Conduct regular site visits and provide guidance to teams.
• Promote resident-focused services and community engagement.
• Ensure adherence to company policies and safety laws.

Position Summary

The Regional Housing Manager provides leadership and oversight for a portfolio of affordable housing communities throughout Texas. This role is responsible for property performance, regulatory compliance, financial management, team development, asset preservation, and resident satisfaction while supporting the mission of Volunteers of America Texas.

Key Responsibilities

• Recruit, train, coach, and supervise Community Administrators and property management staff.
• Drive property performance through effective operations, occupancy, budget management, and resident retention.
• Ensure compliance with HUD, LIHTC, Section 8, PRAC, Bond, and other affordable housing regulations.
• Monitor financial performance, analyze budgets and variances, and implement corrective action plans as needed.
• Oversee property maintenance, capital improvement projects, and long-term asset preservation.
• Conduct regular site visits and provide guidance and support to on-site teams.
• Promote resident-focused services and community engagement programs.
• Ensure compliance with company policies, safety programs, and applicable laws and regulations.

Qualifications

• Bachelor's degree and 5+ years of related experience, or an equivalent combination of education and experience.
• Minimum 5 years of supervisory and multi-site property management experience.
• Strong knowledge of affordable housing programs, property operations, financial management, and compliance requirements.
• Excellent leadership, communication, and organizational skills.
• Ability to travel regularly throughout the assigned region.
