Job summary

Kansas Department of Health and Environment (KDHE) invites applications for the Quality & Network Senior Manager position. This role leads Quality Program Management and EQRO staff, collaborating with KDHE divisions, the EQRO, MCOs and external partners to shape quality and outcome measurement strategies.

The successful candidate will oversee the Network Adequacy program, ensure federal and contractual compliance, and drive continuous improvement across KanCare.

Qualifications

• High School or GED required.
• Valid Driver's License required for operating state vehicles.
• Two years of health care environment supervision or equivalent experience preferred.

Responsibilities

• Lead and direct Quality Program Management staff and EQRO staff.
• Collaborate with KDHE divisions, EQRO, MCO staff and external stakeholders.
• Oversee monitoring and federal reporting for the KanCare program.
• Oversee Network Adequacy to ensure MCOs meet time and distance requirements.
• Lead Program Improvement Plan (PIP) process for MCOs.

Compensation

• Annual Pay Range: $70,491.20 – $77,729.60

Position Summary & Responsibilities

The Quality & Network Senior Manager position (K0241490) is responsible for Leads and directs Quality Program Management staff, Eternal Quality Review Organization (EQRO) staff. Collaborates closely with KDHE, KDADS, the EQRO and MCO staff, as well as other external stakeholders. Manages and develops quality and outcome measurement strategies, processes and tools. Assists with oversight of KDHE’s monitoring and assists with federal reporting regarding the KanCare program.

• Leads and directs staff responsible for the Network Adequacy program to monitor MCO compliance with time and distance requirements within the KanCare program.
• Management of Network Adequacy consists of ensuring the MCOs are following federal requirements and requirements in the KanCare contract.
• Leads and directs staff responsible for the Program Improvement Plan (PIP) process for the MCOs.

Qualifications

• Education:
  • High School, GED
• Licensing & Certification:
  • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Minimum Qualifications:
  • Two years of experience in a health care environment or related setting supervising audit and quality assurance functions, EQRO activities like calculating HEDIS measures, participating in performance improvement project analysis, or working with network adequacy requirements. Education may be substituted for experience as determined relevant by the agency.
• Preferred Qualifications:
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Experience communicating with Federal agencies and personnel
  • Knowledgeable in analyzing statutes and regulations and providing guidance on such.
  • Previous Medicaid experience
  • Analyze data and present clearly and concisely
  • Experience auditing and writing analysis papers
  • Experience with statistics, strong mathematical background
  • EQRO activity experience
