Job summary

Cook County Department of Transportation and Highways in Chicago oversees all highway operations, budgets, and personnel for road construction, maintenance, and related programs. The Highway Superintendent reports to senior leadership and guides multiple bureaus while ensuring compliance with county policies.

The role requires extensive civil/highway engineering experience, state licensure, and strong leadership.

Qualifications

• Five (5) years of experience in civil and highway engineering, construction engineering, maintenance engineering, or related field.
• Current registration in the State of Illinois as a Licensed Professional Engineer or Licensed Structural Engineer
• Ten (10) years experience in civil and highway engineering (preferred).
• Eight (8) years of previous management experience (preferred).

Responsibilities

• Oversee the preparation and development of the annual and five year improvement program for highways to ensure highway capacity and safety.
• Oversee acquisition of rights of way and easements for highway projects.
• Direct the preparation of contract plans, specifications and estimates for highway projects.
• Select professional services and oversee contractors' work to ensure compliance with contracts.
• Operate roadway systems by establishing traffic controls and permits for work.
• Oversee preventative maintenance programs for highway safety.
• Provide policy direction in personnel matters and enforce County policies.
• Oversee development of annual operating budget and monitor compliance.
• Oversee purchasing procedures to comply with County-wide policy.
