Job summary

The Cook County Department of Transportation and Highways seeks a Highway Superintendent to lead all operations, staff, and budgets for road construction, maintenance, and transportation programs in Cook County, Illinois. The role requires strategic oversight, policy development, and regular briefing of senior leadership on projects, personnel matters, and contracts.

Minimum IL PE license with five years of civil/highway experience is required; ten years preferred with eight years of management

Qualifications

• Five years of experience in civil and highway engineering, construction engineering, maintenance engineering, or related field.
• Current registration in Illinois as a Licensed Professional Engineer or Licensed Structural Engineer.

Responsibilities

• Oversee annual and five-year improvement programs for highways to ensure capacity and safety.
• Direct acquisition of rights of way and easements for highway projects.
• Direct preparation of contract plans, specifications, and estimates.
• Select professional services and supervise contractors to ensure compliance.
• Operate roadways by establishing traffic controls and issuing permits.
• Oversee maintenance programs to ensure safety.
• Provide policy direction in personnel matters and payroll.
• Oversee annual operating budget development and monitoring.
• Oversee purchasing procedures in line with County policy.
