Job summary

Commonwealth of Pennsylvania, McKean County Children & Youth, is seeking a detail-oriented Human Resource Analyst 1 to support HR functions and civil service processes. This role guides hiring decisions and everyday operations within the Human Services Department in McKean County.

You will handle hiring systems, provide talent and employee relations guidance, oversee leave requests, and coordinate fleet needs to ensure smooth agency operations. Full-time, 8:30 AM–4:30 PM, no telework.

Qualifications

• One year of experience in the performance of technical human resource duties; and a bachelor's degree; or
• Any equivalent combination of experience and training.

Responsibilities

• Hiring Systems: Manage complex civil service processes and ensure compliance with state rules
• Talent Support: Assist supervisors by offering clear guidance on staffing matters and classification needs
• Employee Relations: Provide direction to staff on workplace issues and support consistent policy application
• Leave Oversight: Review leave requests and track usage with accuracy and fairness
• Fleet Management: Coordinate vehicle scheduling and monitor maintenance to support agency operations
