Job summary

Crowe is seeking an experienced Lead Government Consultant to join our public sector practice. You will design and implement HCM and payroll solutions for government clients, guiding complex programs from requirements through deployment.

You will mentor business analysts, lead stakeholder workshops, and work with project teams to deliver on time and within budget. Strong HR/payroll domain knowledge and reputable certifications are required.

Qualifications

• Undergraduate degree and 5–8 years of management consulting experience.
• Knowledge of HR/payroll processes and public sector familiarity.
• Experience implementing payroll or HCM software with configuration/testing.
• Strong communication and analytical skills.
• Certifications CBAP, CSM, PMI-PBA, or PMP.

Responsibilities

• Collaborate with public sector clients to design and implement HCM/payroll solutions.
• Lead and mentor business analyst teams in process analysis and system assessments.
• Develop actionable recommendations for improvement of operations.
• Facilitate stakeholder meetings to gather requirements and drive buy-in.
• Document staffing models, workflows, and associated costs; deliver client-ready reports.
• Support proposals, client relations, and business development efforts.
• Work with project managers to ensure on-time, on-budget delivery.
