Job summary

Willdan Group, Inc. is seeking an Outreach Manager to support the California-based Public Sector energy efficiency program team.

The role focuses on engaging public agencies across Southern California Edison and Southern California Gas territories to maximize program enrollment and participation. Responsibilities include serving as the main point of contact, coordinating with internal teams, and navigating procurement and regulatory requirements to ensure compliant, successful delivery of energy

Qualifications

• Bachelor's or Master's degree in public administration, business administration, engineering, environmental science/studies, economics, or related field with energy sector exposure.
• Bachelor's degree with more than 3 years of related experience; Master's with more than 1 year is acceptable.

Responsibilities

• Develop and implement targeted engagement strategies to strengthen public agency relationships and increase program participation.
• Serve as the dedicated point of contact for public agencies and coordinate with internal teams for delivery of technical services.
• Interface with stakeholders to execute relationship-based strategies for acquiring new public agency participants.
• Meet with interested public agencies to guide onboarding and lay the foundation for partnerships.
• Assist participating agencies in navigating internal approval processes to advance participation.
• Collaborate with management to ensure compliant delivery of technical services.
• Collect and verify documentation for program referrals and NMEC incentives, ensuring CPUC compliance.
• Plan and execute program-related events, including logistics and on-site support.
• Represent the program at events and drive community outreach for awareness and participation.
• Lead or support program reporting, track milestones, and provide status updates to stakeholders.
• Identify and mitigate issues/risks, and drive resolution.
• Suggest process improvements in outreach and onboarding workflows.
