The State of NH is seeking a Public Safety Informatics Specialist to coordinate data querying, extraction, and analysis to support informatics workflows in public-safety domains. You will provide technical expertise and operational support to local, state, and federal partners.

Responsibilities include developing dashboards, performance metrics, and reports; ensuring data quality; and offering training on system functionality to staff and administrators.

Qualifications

• Bachelor's degree and 1 year of experience or equivalent combination of 5 years of education and experience after high school.
• Valid driver’s license.
• Must pass a fingerprint based criminal background check and motor vehicle record check.

Responsibilities

• Conduct data analytics using statistical methods, including designing search queries and extracting, cleaning, compiling, analyzing, and summarizing data.
• Develop performance metrics, dashboards, visualizations, KPIs, and analytical products to support operations and planning.
• Identify data quality issues and work with stakeholders to implement corrective actions.
• Support data projects and improve data quality through research of policies and laws.
• Configure and manage data collection system validations, reports, and data dictionaries.

Summary: Coordinate and conduct data querying, extraction, integration, and analysis to support informatics workflows and the development of evidence-based reports, policies, procedures, regulations, and system performance enhancements within public-safety and epidemiologic domains. Provide technical expertise and operational support to local, state, and federal partners.

Your Experience Counts: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications

• Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in business, administration, data analysis, healthcare, public health, emergency management, statistics, informatics, epidemiology or program evaluation or related field.
• Valid driver’s license.
• Must pass a fingerprint based criminal background check and motor vehicle record check.

Preferred Qualifications

• Experience in public safety or a healthcare field, including certification by the National Registry of EMTs or nursing or health informatics.
• Thorough understanding of how data is stored, structured, and queried in relational databases and its uses in informatics.
• Working knowledge of Power BI, R, or other formal data query tools, including connecting to data sources, building data models, designing dashboards and visual reports.
• Experience working with public safety (Fire/EMS), medical codes (ICD-10, SNOMED or RxNorm) or other large, complex operational datasets.

After-Hire Requirements: One year of in-office work required prior to eligibility to apply for partial weekly remote work schedule. Remote work location, if approved, must be located in New Hampshire.

Responsibilities

• Conduct data analytics using statistical methods, including designing search queries and extracting, cleaning, compiling, analyzing, and summarizing data. Present findings through written reports, dashboards, and oral presentations to support decision-making and operational needs.
• Develop, with direction from Division leadership, performance metrics, dashboards, visualizations, key performance indicators, and analytical products that support Division operations, strategic planning, program evaluation, and the communication of complex information to both technical and non-technical audiences.
• Identify data quality issues and work with internal and external stakeholders to recommend and, after approval, implement corrective actions and process improvements.
• Support Division/Department data projects and improving data quality through collection, review, and researching data, policies, plans, and laws.
• Configure, review, and manage data collection system validations, reports, data displays, data dictionaries, and other system functions to ensure data integrity and operational effectiveness.
• Provide technical support to users and local administrators using the Division’s Records Management System to include data collection, reporting, data quality, account management (passwords and permission, etc.), user and group setup, and creating specific reports.
• Develop and present formal presentations relevant to program responsibilities, explaining data analysis findings and relevant federal and state regulations, to various stakeholders in support of facilitating changes to statewide protocols, policies or rules.
• Provide telephone, virtual, and on-site training and technical assistance on system functionality and reporting capabilities for staff, users and local administrators.
• Adhere to all state and federal privacy rules related to protection of personal information, educational records, and system security.
