The State of New Hampshire, Department of Safety, Division of Fire Standards and Training & EMS, has a full-time vacancy for Curriculum Development Specialist (Program Specialist III), SOC Title 13-1150 TRNG AND DVLP SPECS-5. This position has a 37.5 hour work week and is considered non-exempt.

Summary

Develops and maintains comprehensive Firefighter and Emergency Medical Services (EMS) curriculum in compliance with education and training standards, state laws and rules, and accreditation requirements under the direction of the Curriculum Administrator.

YOUR EXPERIENCE COUNTS

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in education, curriculum development, instructional design, psychology, or related field.

License/Certification: Valid driver’s license or access to statewide transportation

Other Requirements: Must pass a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

Trainee Option: Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

PREFERRED QUALIFICATIONS

Master’s degree in education, curriculum development, instructional design, or a related field. Training or professional experience in Firefighting or Emergency Medical Services. Experience in curriculum development, instructional design, or teaching, ideally in emergency services or career and technical education. Experience delivering instruction at the secondary or post-secondary level.

Responsibilities
  • Develop, update, and maintain Firefighter and EMS curricula, including program outcomes, learning objectives, lesson plans, instructional materials, and student evaluation instruments, ensuring alignment with education and training standards, state laws and rules, accreditation requirements, and Division needs.
  • Research current and emerging trends, advancements, and best practices in firefighting and emergency medical services education and incorporate findings into curriculum design and continuous improvement efforts.
  • Manage curriculum related administrative tasks, including documentation, data management, record organization, version control, and preparation of materials for meetings, reviews, and approvals.
  • Create and modify digital and print curriculum materials and ensure materials are organized, accessible, current, and maintained in approved systems to support consistent delivery across instructors, programs, and locations.
  • Design and implement assessment tools to evaluate curriculum effectiveness and attainment of learning objectives. Analyze data to assess outcomes and identify opportunities for improvement and incorporate findings into revisions of curricula or materials.
  • Prepare concise and informative reports and presentations summarizing participation, outcomes, assessment results, and curriculum performance for leadership and stakeholders.
  • Collaborate with a wide variety of contacts, including leadership, managers, subject-matter experts, and frontline staff, to align curriculum design with instructional capabilities, delivery methods, compliance requirements, and the effective use of instructional technology and blended learning. Support and coach instructors on instructional strategies, curriculum intent, and quality standards to promote consistent and effective program delivery.
  • Coordinate and maintain communication with instructors, students, employers, and partner agencies to gather feedback that informs curriculum development, relevance, and workforce readiness.
  • Represent the Curriculum Administrator or the Division, as assigned, in meetings, committees, and forums to support curriculum initiatives and communicate the educational philosophy, standards, and priorities of the Division.
