UNICOM Government, Inc. in Chantilly, VA seeks a Proposal Manager to lead RFP responses, outline proposals, and coordinate a cross-functional team of partners, writers, editors, illustrators, desktop publishers, proofreaders and quality control and print reproduction personnel.

The Proposal Manager guides writers in preparing the technical components, reviews drafts for responsiveness, and ensures staffing, pricing, and design meet solicitation requirements for state, local, and federal

Qualifications

• Bachelor’s degree or equivalent plus 3–5 years of proposal development experience.
• Experience coordinating data and pricing for professional services projects.
• Ability to analyze solicitations and craft compliant, clear content.

Responsibilities

• Identify data needed to facilitate proposal development.
• Coordinate information and pricing with partners and subcontractors.
• Build and manage pricing aligned with contract CLINs.
• Provide Bid/No Bid recommendations with clear reasoning.
• Define schedules for inputs from internal/external resources.
• Create outlines for proposals based on solicitation instructions.
• Assemble data from vendors into final proposals.
• Write non-technical sections and past performance content.
• Oversee reviews of proposal and pricing with Contracts/Management.
• Maintain master solicitation documents and tracking.
• Coordinate hand-off to Project Management post-award.
