Job description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. NYC Talent is responsible for the City’s talent and workforce development system that benefits city residents, employers, and the economy. NYC Talent seeks new and effective ways to scale and sustain productive public/private partnerships, to develop and match talent to promising careers, to align education, career preparation and skills training programs across City government, and to coordinate program and fiscal data across stakeholders to provide a comprehensive view of the talent system with the goal of making progress towards the citywide employment objectives laid out in Executive Order #22.

The Center for Youth Employment (CYE) is an initiative of NYC Talent and strives to expand, improve, and align programs that help young New Yorkers build skills, gain experience, explore potential career paths, and prepare for success in the world of work. CYE pursues this mission through three primary functions: developing thoughtful and effective public policies, designing, and helping to implement high-performing programs that offer strong return on public investment, and supporting agency coordination and stakeholder partnerships that serve to enable those policies and programs. The Project Manager of the Center for Youth Employment will play a lead role in supporting with program development and coordination across City agency partners and NYC Talent’s Team as well as key partners beyond City government.
Job responsibilities include, but are not limited to:

- Assist the Executive Director in engaging with City agency partners, particularly the NYC Department of
Education (DOE), Department of Youth and Community Development (DYCD), and City University of
New York (CUNY), providing support and follow-up on various requests related to the Young Adult
Career Success Action Plan.

- Support with the design and implementation of system-level strategies to assist priority youth
subpopulations facing barriers to career readiness, including young adults who are
out-of-school/out-of-work or at risk, youth in foster care or receiving preventative services,
justice-impacted youth, youth from families on public assistance, homeless or housing-insecure youth,
and LGBTQI+ young people.

- Liaise with external partners to improve the performance of programs that support educational
attainment, career exploration, work readiness, skill building, educational or work transitions, or other
aspects of youth development and career readiness

- In collaboration with City agencies, support nonprofits and other contracted service providers through
technical assistance and advisement

- Monitor and advise on internal and external policy at all levels of government that is pertinent to the
work of the Center and NYC Talent.

- Coordinate with other NYC Talent teams, such as Industry Partnerships, the Workforce Development
Council & Board, the Center for Workplace Accessibility and Inclusion, and the apprenticeship
Accelerator, to align youth programming with industry trends and City priorities.

- Collaborate with NYC Talent’s External Affairs team to showcase successes, share best practices, and
promote key initiatives and event planning.

- Support with the supervision of Youth Interns and /or Apprentices, as needed.

The Project Manager of the Center for Youth Employment will report to the Executive Director for the
Center for Youth Employment. The role is full-time and will work primarily from NYC Talent’s Manhattan
office at 1 Liberty Plaza.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

- A curious nature, a desire to help New Yorkers, and a commitment to public service.- Strong writing skills- Excellent computer and writing skills and significant experience with Microsoft Office applications,particularly Microsoft Word, Excel, and Outlook.- Extremely detail oriented, with excellent organization, planning, coordination, and multi-taskingskills.- Strong interpersonal skills with the ability to work both independently and in a diverse teamenvironment with all levels of supervisory and frontline staff.- Ability to communicate effectively with all levels of staff and external stakeholders.- Careful discretion and experience handling confidential and/or sensitive information.- Self-starter who positively contributes to a learning culture and collaborative team and is willingto perform the full range of tasks required in a dynamic and rapidly responsive and growingorganization- Entrepreneurial and collaborative style that works well in teams

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
