The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities.

The NYC Mayor’s Office administers all city services, public property, most public agencies, and enforces all city, state, and federal laws within New York City. New York City’s Mayor, Eric Adams, is head of the executive branch of New York City’s government. Mayor Adams has served the people of New York City as an NYPD officer, State Senator, and Brooklyn Borough President. The Adams’ Administration is leading efforts to strengthen NYC’s economy, reduce inequality, improve public safety, and build a healthier city for all New Yorkers. We value fairness, helpfulness, transparency, and leadership, and we build our teams around these values. For current job opportunities, visit our careers page.

NYC Talent and the Center for Youth Employment

NYC Talent manages the City’s talent and workforce development system, benefiting residents, employers, and the economy. It aims to develop and sustain public/private partnerships, match talent to careers, align education and skills training programs across City government, and coordinate data to support employment objectives laid out in Executive Order #22.

The Center for Youth Employment (CYE), an initiative of NYC Talent, seeks to expand and improve programs that help young New Yorkers build skills, gain experience, explore careers, and prepare for the workforce. CYE’s primary functions include developing policies, designing effective programs, and supporting agency coordination and partnerships. The Project Manager will support program development and coordination across City agencies and NYC Talent’s team, as well as external partners.

Job Responsibilities
  1. Assist the Executive Director in engaging with City agency partners, particularly the NYC Department of Education (DOE), Department of Youth and Community Development (DYCD), and City University of New York (CUNY), supporting the Young Adult Career Success Action Plan.
  2. Support the design and implementation of strategies to assist priority youth subpopulations facing barriers to career readiness, including out-of-school/out-of-work youth, youth in foster care, justice-impacted youth, youth from families on public assistance, homeless youth, and LGBTQI+ young people.
  3. Liaise with external partners to improve programs supporting educational attainment, career exploration, work readiness, and youth development.
  4. Collaborate with City agencies and support nonprofits and service providers through technical assistance and advisement.
  5. Monitor and advise on relevant policies at all government levels affecting the work of the Center and NYC Talent.
  6. Coordinate with other NYC Talent teams to align youth programming with industry trends and City priorities.
  7. Work with NYC Talent’s External Affairs team to showcase successes and promote initiatives.
  8. Supervise Youth Interns and Apprentices as needed.
Minimum Qualifications
  • Baccalaureate degree from an accredited college and two years of community work experience related to the duties, or
  • High school diploma or equivalent and six years of relevant community work experience, or
  • Equivalent education and experience, with at least one year of experience as described above.
Preferred Skills
  • Curious, helpful, and committed to public service.
  • Strong writing and computer skills, proficient in Microsoft Office.
  • Highly organized with excellent planning, coordination, and multitasking skills.
  • Effective communicator with all levels of staff and stakeholders.
  • Discreet with sensitive information.
  • Self-starter with a collaborative, entrepreneurial style.

Additional benefits include eligibility for federal loan forgiveness programs. Residency in NYC is generally required within 90 days of appointment, with some exceptions. We are an equal opportunity employer committed to diversity and inclusion.
