Job summary

ACL Digital is seeking a Project Manager for a Website Modernization Project Lead role in Jackson, MS. You will oversee Drupal-based redevelopment, content strategy, and governance, coordinating with Tyler Technologies and DOM stakeholders to drive a compliant, accessible site.

You will manage content migration, QA/UAT, and change management while reporting weekly to executives. Occasional on-site presence in Jackson, MS is required.

Title: Project Manager - Website Modernization Project Lead

Duration: At least 1 Years from projected start date - Likely extension/long term

Location: Hybrid/Remote - Jackson Mississippi 39211

Hours per Week - 40 (Shift Time - 8 to 5 CST)

Pay Rate Range: $65 to $70 on W2 || $70 to $75 on C2C

Remark:

• Remote but must report onsite in Jackson, MS 10-12 days per month
• Specific days/schedule TBD once hired. Likely extension/long term.

Position Description and Job Skill Set

Project Name - Website Modernization Initiative

Website Redevelopment Execution

Serve as the primary day-to-day execution lead working directly with Tyler Technologies on the Drupal-based website redesign and rebuild.

Drive content strategy, information architecture decisions, and editorial direction in partnership with DOM program area stakeholders and control board.

Lead content migration planning and execution, including auditing existing content, coordinating with content owners, and managing migration workflows.

Oversee quality assurance, execute user acceptance testing (UAT), and coordinate pre-post-launch readiness activities.

ADA Title II & Accessibility Compliance

Lead ADA Title II compliance efforts across the website redevelopment, ensuring all deliverables meet WCAG 2.1 AA standards at minimum working directly with the DOM Legal and Compliance project stakeholders.

Coordinate accessibility remediation activities with the Tyler Technologies team, Smartsheet resources, and internal DOM stakeholders.

Maintain documentation of compliance activities and communicate status to project leadership.

Web Governance & Change Management System

Design and implement a sustainable web governance framework for DOM, including content request workflows, approval processes, and roles/responsibilities for ongoing site maintenance.

Develop SOPs, training materials, and process documentation to support the governance model post-launch.

Coordinate with iTech resources on the technical workflow components of the change management system.

Lead change management activities to support staff adoption of new web processes and tools after launch.

Stakeholder Engagement & Content Coordination

Engage directly with leaders and staff across DOM program areas to gather content requirements, facilitate reviews, and drive timely approvals alongside the DOM Project Manager.

Translate program area needs into actionable guidance for the Tyler Technologies team.

Facilitate working sessions, content workshops, and review meetings with program area representatives.

Reporting & Communication

Provide weekly written status updates to the DOM Project Manager, executive sponsors, and the Design/Control Board as requested.

Maintain project documentation, decisions logs, and content inventories alongside the DOM Project Manager.

Flag risks, issues, and blockers in a timely manner and work collaboratively to resolve them alongside the DOM Project Manager.

Required Skills/Experience

• Demonstrated experience leading or serving in a significant execution role on large-scale (100+ pages and multiple stakeholder groups) website redesign or redevelopment projects, including multiple full development lifecycles from
• planning through production launch.
• Experience leading public-sector or government website redesign projects involving websites with substantial content libraries.
• Experience working directly with external technology vendors and professional services firms to drive delivery.
• Hands-on experience with website implementations, migrations, or redevelopment projects.
• Working knowledge of ADA Title II and WCAG accessibility standards as they apply to web content and design.
• Experience developing or implementing web governance frameworks, content workflows, or digital change management processes.
• Strong stakeholder engagement, facilitation, written communication, and organizational skills.

Preferred Skills/Experience

• Experience supporting Medicaid agencies, state health departments, healthcare organizations, or human services programs.
• Experience supporting state government digital modernization or digital transformation initiatives.
• Familiarity with Smartsheet forms, workflows, or automation (forms modernization is handled by a dedicated Smartsheet resource; general familiarity is a plus).
• Experience coordinating enterprise content migration projects.
• Experience coordinating activities across multiple departments, business units, or government agencies.
• Proven ability to work independently, hold others accountable, and maintain project momentum in complex organizational environments.
• Accessibility certifications (CPACC, WAS) or project management certifications (PMP, PMI-ACP, CSM, CBAP), or equivalent demonstrated experience.
• Experience with Tyler Technologies web products or comparable content management platforms. Experience leading public-sector or government website redesign projects involving websites with substantial content libraries (200+ pages preferred).
• Self-starter who takes initiative and operates effectively with minimal oversight.
• Comfortable navigating complex government organizations and working across hierarchical levels.
