Job summary

PSI Pax, Inc. is seeking a Senior Project Financial Analyst to join our Maryland team supporting DoD programs. The role focuses on budget execution, funding management, and financial reporting across Navy ERP environments to ensure on-time, on-budget delivery.

You will analyze variances, develop cost plans, and provide leadership insights to Division leadership while mentoring junior analysts. On-site support in Saint Inigoes, MD is required and a DoD clearance is necessary.

Qualifications

• DoD clearance required.
• At least 10 years of experience in the functional area plus a Master's Degree (Technical, Business, CS, or IT).
• 14 years of experience with a Bachelor's Degree (Technical, Business, CS, or IT).
• At least three years of the most recent five years' experience must directly support Navy ERP tasking.
• Strong leadership skills required.
• Deep understanding of advanced concepts and processes with little guidance.
• Strong analytical skills.
• Deep understanding of Excel.
• Able to perform in complex, unstructured situations.
• On-Site St.Inigoes support is required.

Responsibilities

• Assist with technical project budget execution at lowest task level.
• Assist with managing project funding acceptance and execution.
• Oversee financial activities such as tracking funding through commitments, obligations, expenditures, return and validating transactions in Navy ERP.
• Prepare cost-related insights to report variance in monthly plan vs actual expenditure and obligations.
• Develop expense and obligation plans at the lowest activity, sponsor, appropriation level.
• Utilize Navy ERP to extract, analyze and interpret financial reports.
• Monitor execution, benchmarks, and carry-over funding for all systems/projects with multiple funding appropriations.
• Compile project level financial data and report Branch level insights.
• Validate data in financial tracking tool against Jupiter/Advana and Navy ERP reports.
• Brief financial insights to Division leadership; mentor junior analysts and conduct training.

Duties & Responsibilities:

• Assists with technical project budget execution at lowest task level.
• Assist with managing project funding acceptance and execution.
• Oversee financial activities such as tracking the flow of funding through commitments, obligations, expenditures, return and validating financial transactions in Navy ERP against division financial tracking tools. Analyze financial execution data and identify risks and mitigation strategies.
• Prepare cost-related insights to report variance in monthly plan versus actual expenditure and obligations.
• Develop expense and obligation plans at the lowest activity, sponsor, appropriation level. Knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and PPBE process.
• Utilize Navy Enterprise Resource Planning (Navy ERP) to extract, analyze and interpret business and financial reports.
• Monitor execution, benchmarks, and carry-over funding for all systems/projects consisting of multiple funding appropriations and provide recommendations to assist with meeting expenditure requirements.
• Compile project level financial data and report Branch level insights.
• Validate data in financial tracking tool against Jupiter/Advana and Navy ERP reports.
• Brief financial insights to Division leadership. Directs and mentors junior analysts and conducts training as necessary to enhance team understanding of financial tracking tools and application of analytical techniques.
