Job description

Responsibilities
  • Manage the cost, schedule, and performance of a segment of the overall portfolio
  • Support proposal, baselining, development, and sustainment efforts
  • Own projects and budgets
  • Manage program cost, schedule, performance, quality, and suppliers
  • Coordinate proposals, business plans, proposal work statements and specifications, operating budgets, and contract financial terms/conditions
  • Participate in negotiations of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Create, review, and finalize program Statements of Work
  • Cultivate customer relationships and develop further opportunities
  • Develop and adhere to master plans and schedules
  • Conduct risk and opportunity management, including identification, mitigation, and realization
  • Ensure contractual technical requirements are met
  • Establish program organizations addressing customer requirements and internal/external sub-organizations
  • Lead and direct cross-functional Integrated Program Teams to meet cost, schedule, and technical performance objectives
  • Measure and report program performance
  • Deliver presentations to customers, executive management, and program stakeholders
  • Identify, distribute, track, and complete program requirements
  • Establish and manage program and subordinate baselines
  • Develop and adhere to budget baselines using Earned Value Management or similar cost and schedule control methodologies and tools
  • Identify, allocate, and manage program resources, including workforce planning
  • Manage government/customer-supplied property or information
  • Manage suppliers to meet program objectives
  • Follow internal processes, policies, and applicable industry standards
  • Ensure the program team understands and adheres to contract scope and manages change through control board activities
Requirements
  • Bachelor’s degree and 10 years of related experience, OR a Master’s degree and 8 years of related experience
  • Related experience in project management, program management, engineering and engineering leadership, capture efforts, proposals, and/or business management related functions
  • Experience with Earned Value Management
  • Ability to develop and manage schedules related to a major project or program
  • Ability to apply business and financial concepts, tools and processes to program decisions, actions, and performance
  • Must have the ability to obtain and maintain a DoD Secret clearance
  • STEM degree preferred
  • Experience managing engineering teams preferred
  • Experience managing sustainment efforts including flight operations preferred
  • Knowledge of Northrop Grumman internal processes, procedures, and organization preferred
  • Experience managing proposals preferred
  • Ability to develop and manage schedules with complex interdependencies preferred
  • Experience with High Altitude Long Endurance platforms such as RQ-4 preferred
  • Demonstrated experience meeting customer needs, building relationships with strategic partners, and guiding program teams and support functions to satisfy customer expectations preferred
  • An active DoD Secret or higher clearance preferred
  • U.S. Citizenship is required for positions with a government clearance and certain other restricted positions
