Job summary

Jobtailor is seeking a high-caliber Program Manager to own cost, schedule, technical baseline, risk, quality, and customer satisfaction. You will lead delivery of network capabilities, including design, deployment, and integration of global infrastructure.

The role requires advanced program management experience in cloud/edge, security compliance, and working in classified environments. You will manage the financial baseline, coordinate cross-functional teams, brief leaders, and travel for

Qualifications

  • Bachelor’s degree in related field with 12+ years of relevant experience or a Master’s degree with 10+ years of relevant experience; additional years of experience may be considered in lieu of a degree
  • Active Top Secret/SCI security clearance
  • Willing and able to obtain and maintain a CI polygraph and program access if asked
  • Demonstrated success managing development programs with full cost, schedule, and technical accountability
  • Familiarity with Cloud and Edge Computing, Networks, Tactical Communications, Data Management, Systems Engineering, Cybersecurity, and C4ISR systems integration
  • Experience executing programs within classified environments, including working within security constraints, classification guidance, and Accredited development enclaves
  • Experience briefing senior internal and external stakeholders with strong communication, interpersonal, and relationship-building skills
  • Ability to analyze, solve, and execute complex technical and business challenges
  • Experience interviewing, hiring, staffing, and developing multi-disciplinary project teams
  • Preferred: experience working with the Air Force
  • Preferred: experience leading agile teams, including backlog management, release planning, and iterative delivery
  • Preferred: PMP, PgMP, Certified Scrum Master (CSM), SAFe Program Consultant (SPC), or equivalent certification
  • Preferred: working knowledge of FFP, CPFF, and T&M contract types
  • Preferred: experience managing subcontractors, product vendors, and teaming partners across the Defense Industrial Base

Responsibilities

  • Serve as the single point of accountability for program execution, including cost, schedule, technical baseline, risk, quality, and customer satisfaction
  • Lead delivery of network capabilities, including design, deployment, and integration of global infrastructure
  • Manage the program financial baseline, including EAC/ETC development, monthly financial reviews, variance analysis, funding and staffing plans, and AOP commitments
  • Communicate with leadership, employees, peers, and customers regarding goals, risks, dependencies, and outcomes
  • Own risk and opportunity management, including identification, mitigation planning, and escalation
  • Lead team cohesion, collaboration, and a high-performance culture
  • Personally engage at the point of execution to remove friction, drive decisions, and deliver outcomes
  • Coordinate cross-functional efforts across engineering, security, contracts, subcontracts, finance, and talent acquisition
  • Ensure compliance with security requirements, classification guidance, contractual obligations, and program management standards
  • Support organic growth by identifying opportunities and contributing to capture and proposal efforts
  • Travel as required for customer engagements, program reviews, and execution activities
