Job summary

Navy Federal Credit Union is seeking a Program Manager to guide the development and execution of training and talent strategies across the organization. The role focuses on building WIL University programs, leadership development, and role-based development frameworks to support diverse functions.

Collaborate with HR, Organizational Development, Change Management, and Communications to implement scalable solutions, manage milestones, and ensure governance and compliance across programs.

Qualifications

• 2+ years of relevant program management experience supporting cross-functional programs.
• Experience coordinating program activities across multiple workstreams, ensuring alignment with timelines, deliverables, and stakeholder expectations.
• Knowledge and understanding of program lifecycle phases, governance structures, and the role of program management in strategic execution.
• Experience with supporting program leads in milestone tracking, risk identification, and preparation of executive-level reports.
• Advanced knowledge of program documentation, issue tracking, and change control processes.
• Experience with tools such as Power BI, Smartsheet, or Microsoft Project to support program visibility, reporting, and decision-making.
• Working knowledge of stakeholder engagement practices and cross-functional communication strategies.
• Bachelor’s degree in Business Administration, Program Management, Organizational Development, or related field, or equivalent combination of training, education, and experience

Responsibilities

• Lead the development and execution of WIL's Training and Talent Strategy, creating long term approaches that strengthen workforce capability, leadership effectiveness, succession readiness, and organizational growth.
• Design, implement, and continuously improve WIL University, including learning pathways, career tracks, certification programs, leadership development offerings, and role-based development frameworks that support the diverse functions across WIL.
• Partners with HR, Strategic Workforce Planning, Organizational Development, Change Management, Communications, and WIL leaders to translate enterprise talent initiatives into practical, scalable solutions that meet WIL's unique workforce needs.
• Develop talent strategies that help identify future skill requirements, critical workforce capabilities, career progression opportunities, succession risks, and development priorities across WIL.
• Establish governance, success measures, and continuous improvement processes for WIL training, talent, and workforce development programs, using data, stakeholder feedback, and business priorities to guide investment decisions and program evolution.
• Plan and execute cross-functional programs that contribute to business transformation and operational improvements
• Develop program schedules, track milestones, and coordinate resources to meet defined objectives
• Collaborate with stakeholders to gather requirements and ensure alignment with program goals
• Apply established governance practices, tools, and reporting templates to monitor program progress
• Identify and elevate risks, issues, and dependencies to senior program leaders
• Coordinate with internal teams and external partners to support integrated program delivery
• Prepare program documentation, dashboards, and status updates for stakeholder communication
• Contribute to business case inputs, data analysis, and scenario planning activities
• Ensure adherence to compliance requirements, internal controls, and governance standards
• Participate in continuous improvement and change readiness initiatives within program teams
• Provide guidance to junior team members and contribute to knowledge sharing
• Support the adoption of program management tools and best practices
• Collaborate with enabling functions to ensure program coordination and business readiness
• Participate in cross-functional meetings and contribute to program planning discussions
