Job summary

Northrop Grumman’s Mission Systems is seeking a Manager Programs 1 to support the SIGINT Technology Center onsite in Chantilly, VA. The role leads a cross-functional team to deliver on schedule, manage cost and drive growth opportunities with DoD/IC customers.

You will oversee budgets with EVM practices, manage contract scope and changes, and build strong customer relationships to win additional opportunities while coordinating proposals and subcontract activities.

Qualifications

• Minimum 5 years of relevant program management experience supporting U.S. Government contracts or programs.
• Experience leading contracts valued at over $5M annually with cost, schedule, and technical performance goals.
• Direct DoD/IC program contracts or customer experience.
• Ability to analyze performance data, define workflows and metrics for program control.
• U.S. citizenship required and Top Secret/SCI clearance to start.

Responsibilities

• Deliver technical and contractual requirements on schedule and under cost.
• Lead a cross-functional organization aligned to goals.
• Partner with Senior PMs to address customer needs and coordinate internal/external partners.
• Oversee budgets using Earned Value Management (EVM) or similar methods.
• Ensure contract scope adherence and manage changes.
• Identify and mitigate risks and opportunities.
• Cultivate customer relationships to enable growth opportunities.
• Support development of proposals to drive awards and growth.
• Coordinate deliverables, invoices, spend plans, staffing, and procurement.
