Job summary

Northrop Grumman in Chantilly, VA is seeking a Manager Programs 1 to lead the SIGINT Technology Center (STC) onsite. You will drive cross-functional teams, manage budgets, and coordinate with senior leaders to meet DoD/IC requirements while pursuing growth opportunities.

Required are a STEM degree, DoD/IC experience, and U.S. citizenship with current Top Secret/SCI clearance. Travel up to 25% is expected, with a comprehensive benefits package offered.

Qualifications

• Bachelor’s or Master’s degree in a related STEM field with required years of experience.
• Experience leading contracts valued over $5M annually with cost, schedule, and technical goals.
• Direct experience supporting DoD or Intelligence Community programs or customers.
• Ability to analyze performance data and drive process improvements.
• U.S. citizenship and Top Secret/SCI clearance to start.

Responsibilities

• Deliver all technical and contractual requirements on schedule and under cost.
• Lead a cross-functional organization aligned to Division and Business Unit goals.
• Partner with Senior Program Managers to address customer needs and growth opportunities.
• Oversee program budgets using Earned Value Management or equivalent.
• Ensure adherence to contract scope and manage changes through disciplined processes.
• Identify risks and opportunities and implement mitigation.
• Develop customer relationships to support execution and growth.
• Contribute to proposals to drive department awards and sales growth.
• Negotiate contracts, changes, budgets, milestones, and terms.
