Job summary

Northrop Grumman, Mission Systems, seeks a Manager, Programs Level 2 to lead capture and program management for international MSTS initiatives onsite in Elkridge, MD. You will guide win strategies, engage customers, manage risks, and drive schedule adherence while coordinating across internal and external teams.

Qualified candidates have a Secret clearance, a strong PM background, and experience with EVMS/IMS and CRM tools. Travel up to 25% is expected as part of the role.

Qualifications

• Bachelor’s degree with 8 years of relevant professional and/or military experience, or 6 additional years in lieu of a degree.
• Experience with international customers, partners, or stakeholders.
• Experience delivering presentations to customers, leadership, and executives.
• Experience using CRM tools such as Salesforce or Confluence.
• Experience using program management tools: EVMS, IMS, and risk management.
• Current/active U.S. Government Secret security clearance.

Responsibilities

• Develop capture acceleration strategies (P-Win/P-Go) and engagement plans.
• Deliver presentations to customers and program stakeholders.
• Manage risks across functional organizations.
• Develop strategic plans and annual operating plans.
• Develop industrial partnerships and localization plans.
• Create and manage a comprehensive master schedule to meet milestones.
• Establish and maintain a program organization addressing customer requirements.
• Manage investment capture project funds, schedule and execution.
• Report capture and program performance.
