Job description

SNC is a leading aerospace and defense contractor focused on innovative ISR, aviation, and security solutions. The Program Manager II will oversee integration and management of complex projects and major systems, ensuring customer satisfaction, cost control, scheduling, and technical execution for programs with budgets of $20M or more.

Responsibilities
  • Oversee total Program Integration Management for multiple complex projects and major systems, focusing on customer relationships, cost, schedule, and technical planning.
  • Track and report on project status, technical execution, and overall program performance.
  • Manage high‑risk programs with budgets of $20M or greater, involving extensive customer interaction.
  • Supervise program and project staff to ensure successful project outcomes.
  • Lead proposal tasks from initial customer interaction, including defining requirements, creating basis of estimates, negotiating, and securing contract awards.
  • Participate in business resource planning and tracking in coordination with other corporate entities.
  • Formulate and lead a team to fulfill program requirements.
  • Identify, track, and resolve program issues and problems.
  • Manage program risks by identifying, mitigating, tracking, and controlling them.
  • Conduct routine meetings and interface on project/program status.
  • Develop proposals, conduct research and fact‑finding, coordinate audits, and negotiate with stakeholders to ensure initiatives meet cost, budget, and schedule constraints.
  • Support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area.
Qualifications
  • Bachelor’s degree in Business, Finance, Project Management, Management, Engineering, or related field.
  • 8+ years of progressive experience in project or program management.
  • 3+ years leading medium‑scale projects (1–2 years in scope) with teams of 5+ cross‑functional members.
  • Experience with Earned Value Management (EVM).
  • Formal A&D industry experience.
  • Experience evaluating requests for proposals and/or quotes.
  • Experience preparing, reviewing, and submitting proposals and/or quotes.
  • Experience managing a complex project or larger program.
  • Strong financial acumen to ensure fiscally sound decisions.
  • Ability to coordinate all elements of a program, including integration management, task coordination, resource development, stakeholder identification, and risk assessment.
  • Proficient leadership abilities, including change management, mentoring, training, succession planning, accountability, and performance reviews.
  • Ability to manage complex situations, delegate authority, inspire teams, drive innovative thinking, and adapt to dynamic situations.
Preferred Qualifications
  • Project Management Professional (PMP) Certification.
  • Advanced degree in Business, Management, Engineering, or related field.
  • Understanding of FAR and DFARS.
  • Working knowledge of PMBOK.
  • Experience with CMMI, agile, and/or spiral development models.
  • Experience ensuring compliance with ISO 9001:2000 policies and processes.
  • Experience with Corporate PM tools and documentation improvement initiatives.

Security Clearance
