The Program Manager II will oversee integration and management of complex projects and major systems, ensuring customer satisfaction, cost control, scheduling, and technical execution for programs with budgets of $20M or more.
Responsibilities
- Oversee total Program Integration Management for multiple complex projects and major systems, focusing on customer relationships, cost, schedule, and technical planning.
- Track and report on project status, technical execution, and overall program performance.
- Manage high‑risk programs with budgets of $20M or greater, involving extensive customer interaction.
- Supervise program and project staff to ensure successful project outcomes.
- Lead proposal tasks from initial customer interaction, including defining requirements, creating basis of estimates, negotiating, and securing contract awards.
- Participate in business resource planning and tracking in coordination with other corporate entities.
- Formulate and lead a team to fulfill program requirements.
- Identify, track, and resolve program issues and problems.
- Manage program risks by identifying, mitigating, tracking, and controlling them.
- Conduct routine meetings and interface on project/program status.
- Develop proposals, conduct research and fact‑finding, coordinate audits, and negotiate with stakeholders to ensure initiatives meet cost, budget, and schedule constraints.
- Support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area.
Qualifications
- Bachelor’s degree in Business, Finance, Project Management, Management, Engineering, or related field.
- 8+ years of progressive experience in project or program management.
- 3+ years leading medium‑scale projects (1–2 years in scope) with teams of 5+ cross‑functional members.
- Experience with Earned Value Management (EVM).
- Formal A&D industry experience.
- Experience evaluating requests for proposals and/or quotes.
- Experience preparing, reviewing, and submitting proposals and/or quotes.
- Experience managing a complex project or larger program.
- Strong financial acumen to ensure fiscally sound decisions.
- Ability to coordinate all elements of a program, including integration management, task coordination, resource development, stakeholder identification, and risk assessment.
- Proficient leadership abilities, including change management, mentoring, training, succession planning, accountability, and performance reviews.
- Ability to manage complex situations, delegate authority, inspire teams, drive innovative thinking, and adapt to dynamic situations.
Preferred Qualifications
- Project Management Professional (PMP) Certification.
- Advanced degree in Business, Management, Engineering, or related field.
- Understanding of FAR and DFARS.
- Working knowledge of PMBOK.
- Experience with CMMI, agile, and/or spiral development models.
- Experience ensuring compliance with ISO 9001:2000 policies and processes.
- Experience with Corporate PM tools and documentation improvement initiatives.
