Job summary

Sierra Nevada Corporation (SNC) is seeking a Program Manager II to oversee integration and management of multiple complex projects and major systems, ensuring customer relationships, cost control, scheduling and technical execution. The role manages programs with $20M+ budgets and guides staff and proposal activities from initial contact through contract award.

You'll work in an office or hybrid setting with occasional travel, lead cross-functional teams, and drive risk management and lifecycle

Qualifications

  • 8+ years of progressive experience in project or program management in the Aerospace and Defense (A&D) industry.
  • 3+ years leading medium-scale projects (1–2 years) and teams of 5+ cross-functional members.
  • Experience evaluating requests for proposals and/or quotes; preparing, reviewing, and submitting proposals and/or quotes.

As a Program Manager II at SNC, you will oversee the integration and management of multiple complex projects and major systems, ensuring successful customer relationships, cost control, scheduling, and technical execution. Managing programs with budgets of $20M or more, you will supervise project staff, handle high‑risk cost and schedule considerations, and lead proposal tasks from initial customer interaction through contract award.

Responsibilities
  • Oversee total Program Integration Management for multiple complex projects and major systems, focusing on customer relationships, cost, schedule, and technical planning.
  • Track and report on project status, technical execution, and overall program performance.
  • Manage high‑risk programs with budgets of $20M or greater, involving high customer interaction.
  • Supervise program and project staff to ensure successful project outcomes.
  • Lead proposal tasks from the first customer interaction, including defining requirements, creating basis of estimates, negotiating, and securing contract awards.
  • Participate in business resource planning and tracking in coordination with other corporate entities.
  • Formulate and lead a team to fulfill program requirements.
  • Identify, track, and resolve program issues and problems.
  • Manage program risks by identifying, mitigating, tracking, and managing them.
  • Conduct routine meetings and interface on project/program status.
  • Develop proposals, conduct research and fact‑finding, coordinate audits, and negotiate with project/program stakeholders to ensure initiatives meet cost, budget, and schedule constraints.
  • Support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area.
  • Ensure compliance with a Secret U.S. Security Clearance and the requirements for U.S. citizenship.
  • Operate in an office or hybrid environment, with occasional travel as required.
Qualifications – Must Have
  • Bachelor’s degree in Business, Finance, Project Management, Management, Engineering or related field.
  • 8+ years of progressive experience in project or program management in the Aerospace and Defense (A&D) industry.
  • 3+ years leading medium‑scale projects (scope spanning 1‑2 years) and teams of 5+ cross‑functional members.
  • Relevant experience can substitute for the required educational qualifications; in the absence of a degree, a minimum of 12 years of related experience is required.
  • Experience with evaluating requests for proposals and/or quotes.
  • Experience with preparing, reviewing, and submitting proposals and/or quotes.
  • Experience managing a complex project or larger program.
  • Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and program management literacy.
  • Demonstrated financial acumen to ensure fiscally sound decisions.
  • Ability to execute coordination of all program elements, including program integration management, task coordination, resource development, stakeholder identification, and program lifecycle conflict resolution.
  • Proficiency in identifying, assessing, and controlling financial, technical, and legal risks.
  • Proven leadership abilities, including change management, mentoring, career development, training, succession planning, accountability, and performance reviews.
  • Capability to manage complex situations, delegate authority, lead and inspire teams, drive innovative thinking, collaborate, and adapt to dynamic situations.
Preferred Qualifications
  • Project Management Professional (PMP) certification (will not replace required experience).
  • Advanced degree in Business, Management, Engineering or related field (may substitute for 1 year of required experience).
  • Understanding of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Working knowledge of PMBOK.
  • Experience managing projects using CMMI, agile, or spiral development models.
  • Experience managing projects requiring Earned Value Management.
  • Understanding of application tools and data architectures.
  • Ability to reinforce the use and application of corporate PM tools and to participate in PM process & Tool improvement initiatives.
  • Experience ensuring compliance with Corporate and ISO 9001:2000 policies and processes.
