Job summary

The Texas Health and Human Services Commission (HHSC) Access and Eligibility Services division seeks a Program Manager to lead eligibility unit supervisors, provide coaching, and drive program delivery. You will plan, develop, implement, and monitor AES programs, while guiding staff through performance management and policy compliance.

Qualifications

• High School diploma or GED required.
• Sixty (60) semester hours from an accredited college or university required. Two (2) years of customer service experience may be substituted for required education.
• A Degree from an accredited college or university is preferred.
• Minimum of two (2) years’ experience supervising SNAP, Medicaid, Medicaid for the Elderly and People with Disabilities (MEPD) or Cash Assistance program/unit in the last 5 years.
• TIERS experience is preferred.
• Willingness to travel.
• Background checks and fingerprinting may be required.

Responsibilities

• Manage eligibility unit supervisors at benefit offices and out-stationed sites.
• Provide program and technical assistance, coaching and development of staff.
• Plan, develop, implement and monitor Access and Eligibility Services programs.
• Report on performance standards and staffing needs.
• Resolve inquiries with State Office staff and regional management.
• Develop and implement staff training and performance improvement plans.
