Job summary

Texas Health and Human Services Commission (HHSC) seeks a Program Manager to lead the Access and Eligibility Services (AES) team in Laredo, TX. The role focuses on supervising supervisors, coaching staff, and ensuring compliant eligibility operations across multiple offices.

The ideal candidate will have 2+ years supervisory experience in SNAP/Medicaid or related programs, strong policy knowledge, and the ability to travel up to 40%.

Qualifications

• High School diploma or GED required.
• 60 semester hours from an accredited college or university required; two years may substitute.
• Degree from an accredited college/university preferred.
• Two years' experience supervising SNAP, Medicaid, MEPD, Cash Assistance or related programs required.
• Current experience in SNAP/Medicaid/MEPD or related programs within the last 2 years preferred.
• Experience planning, developing, implementing, and monitoring performance improvement plans.
• Experience leading, mentoring, or motivating staff.
• Experience using Word, Excel, and Outlook.
• TIERS and EWMS experience preferred.
• Willingness to travel.

Responsibilities

• Manage eligibility services operations to ensure timely, accurate delivery per regulations.
• Develop and maintain systems to monitor operations and ensure policy compliance.
• Collect, organize, analyze, and prepare information for requests, complaints, and reports.
• Review staffing and personnel actions; provide reports on performance and staffing needs.
• Coordinate with public, regional, and State Office staff to resolve inquiries.
• Assist in program analysis with regional management staff.
• Select, manage, and develop staff through mentoring and training.
• Manage time, leave, payroll, and personnel actions.
• Travel up to 40% may be required.
