Job summary

The Louisiana Department of Health is seeking a strategic leader to head the Grants Oversight Office within the Office of Public Health in Baton Rouge. You will guide the full grant lifecycle from proposal strategy to closeout, shaping agency policy and driving data-informed investment decisions.

You’ll supervise a dedicated team, ensure measurable outcomes, and collaborate with executive leadership to strengthen compliance and health program impact across Louisiana.

Qualifications

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

Responsibilities

  • Develops, implements, and maintains agency-wide policies and standard operating procedures governing grant administration, financial oversight, and internal controls.
  • Establishes strategic goals, performance expectations, and operational plans for the unit; monitors progress and adjusts priorities to meet agency objectives.
  • Directs staff with regard to financial monitoring of awarded grants, including budget tracking, expenditure analysis, and corrective action when variances or risks are identified.
  • Ensures coordination between program leadership, fiscal services, and executive management to align grant-funded initiatives with agency-wide financial strategies.
  • Directs agency compliance with federal, state, and local grant regulations, including Uniform Guidance (2 CFR Part 200), and establishes internal controls to ensure audit readiness.
  • Establishes and maintains internal review processes to ensure grant-funded programs and subrecipients demonstrate measurable outcomes and appropriate stewardship of state match funds.
  • Ensures timely and accurate submission of all required federal and state financial and performance reports.
  • Serves as OPH’s authorized administrator/official for federal grant portals (e.g., SAM.gov, Grants.gov) and ensures compliance with federal registration and access requirements.
  • Implements process improvements to enhance operational efficiency, reduce duplication, and strengthen internal controls.

Minimum Qualifications

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
