Job summary

Louisiana Department of Health is seeking a seasoned budget professional to lead and oversee budget activities for the Medicaid SNAP-related programs in East Baton Rouge Parish. The role requires directing budget planning, analysis, and compliance across complex funding sources and contracts.

The position emphasizes collaborating with executive leadership, program managers, and fiscal staff to develop projections, reporting, and policy guidelines that support prudent use of resources.

Qualifications

  • Eight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
  • Six years of full-time work experience in any field plus five years of related budget experience.
  • Bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, or statistical analysis.
  • Advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of related experience.

Responsibilities

  • Directs, plans, and oversees budget activities for assigned program offices, ensuring effective management of complex funding sources, programs, and projects.
  • Analyzes proposed budgets, develops budget requests and projections, and prepares supporting materials and fiscal impact statements.
  • Establishes and monitors budget development standards, policies, procedures, and internal guidelines to ensure compliance and consistency.
  • Monitors agency revenues, expenditures, and funding levels, evaluates financial performance against projections, and recommends corrective actions.
  • Develops financial analyses, reports, spreadsheets, projections, tables, and charts to support budget planning and executive decision-making.
  • Interprets laws, regulations, and allocations to determine their fiscal impact on operations.
  • Advises executive leadership on strategic and operational budgeting, funding priorities, and budgetary issues.

Experience
  • Eight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
  • Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
  • A bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
  • Directs, plans, and oversees budget activities for assigned program offices, ensuring effective management of complex funding sources, programs, and projects.
  • Analyzes proposed budgets, develops budget requests and projections, and prepares supporting materials and fiscal impact statements for the Division of Administration, Legislature, and other oversight entities.
  • Establishes and monitors budget development standards, policies, procedures, and internal guidelines to ensure compliance and consistency across the agency.
  • Monitors agency revenues, expenditures, and funding levels, evaluates financial performance against projections, and recommends corrective actions and budget strategies as needed.
  • Develops financial analyses, reports, spreadsheets, projections, tables, and charts to support budget planning, expenditure authority, and executive decision-making.
  • Interprets and evaluates federal, state, and local laws, regulations, policies, legislation, and appropriations to determine their fiscal and programmatic impact on agency operations.
  • Advises executive leadership, program managers, and fiscal staff on strategic and operational planning, performance-based budgeting, funding priorities, and budgetary issues affecting agency programs.
