Qualifications

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Maintenance of records, preparing complex reports, and conducting correspondence relative to the Drinking Water Revolving Loan Fund Program.
  • Administration of the financial portion of the Statewide Drinking Water Revolving Loan Program.
  • Representing the DWRLF Program in meetings and making presentations to other states and federal agencies, government officials, professionals, contractors, and the public.

Job description

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

This position performs highly technical professional administrative work to administer loans and provide regulatory compliance for the state's Drinking Water Revolving Loan Fund (DWRLF) Program. Incumbent is responsible for assisting the Deputy Chief Engineer with complex financial matters and administration of the fund finances. The implementation of a DWRLF Program involves making low-interest loans to public water systems so that they can make infrastructure modifications and additions to their systems. Implementation involves marketing the program, administration of the loan program, effective communication, delegation of duties, research, reporting, collaboration, and the ability to negotiate complicated financial deals-all within the framework of the state government system.
