Job description

We are seeking a strategic and experienced ER/LR Program Manager to build, scale, and continuously improve employee and labor relations processes for our multi-state, large enterprise organization. This fully remote role will drive consistency, compliance, and operational excellence by developing enterprise-wide playbooks, integrating processes with HR technology systems, and leading formal change management initiatives for broad adoption.

Pay rate: $70 - $75/hr on W2

Duration: 12+ months with possibility of longer-term extensions

Responsibilities

Design, implement, and refine standardized employee relations and labor relations playbooks, process maps, templates, and decision tools for HR, operational leadership, and business partners.

Audit current ER/LR workflows, identify gaps, and create prioritized improvement plans across multiple locations and business units.

Lead program management efforts for large-scale, cross-functional ER/LR initiatives, including project planning, milestone tracking, stakeholder reporting, and risk mitigation.

Collaborate with HR technology and IT teams to integrate ER/LR protocols into case management platforms, HRIS, dashboards, and enterprise reporting tools.

Drive formal change management processes for enterprise rollout of ER/LR solutions, including stakeholder communications, leadership training, enablement materials, and adoption measurement.

Establish and maintain ER/LR governance frameworks, quality assurance standards, and metrics for tracking program effectiveness and continuous improvement.

Serve as a subject matter expert on ER/LR best practices, scaling solutions for complex, matrixed organizations (multi-state, multi-site, or cross-functional environments).

Partner with HR, legal, operational, and compliance teams to ensure process alignment, regulatory adherence, and defensible, consistent execution.

Monitor industry trends, regulatory changes, and emerging best practices to recommend and implement timely updates to ER/LR programs.

Qualifications

Bachelor’s degree required; advanced degree or relevant certification (e.g., JD, SPHR, SHRM-SCP, PMP) strongly preferred.

7+ years’ experience in employee relations, labor relations and HR program management in large/matrixed organizations.

Demonstrated success building, implementing, and scaling ER/LR playbooks, processes, and governance structures.

Proven program/project management skills, including structured planning, cross-functional leadership, and enterprise communications.

Hands‑on experience integrating ER/LR protocols into HR technology platforms (HRIS, case management, dashboards).

Expertise in formal change management approaches for process rollout and adoption.

Strong analytical, communication, facilitation, and stakeholder engagement skills.

Experience with union negotiations, grievance management, regulatory compliance, and risk mitigation preferred.

Ability to thrive and deliver results in a fully remote capacity, managing projects and building relationships across sites and time zones.
