Job summary

The City of Tigard seeks a motivated Program Development Specialist for the Community Development Department. This role acts as the SME and functional lead for EPL and related software, driving data management, reporting, and performance metrics to inform decisions, while collaborating across teams to improve processes and service delivery for staff and customers.

Qualifications

• Equivalent to graduation from an accredited four-year college or university in a related field.
• Two (2) years of experience in planning, development, implementation and/or administration of programs in a government setting.
• Experience with EPL and reporting/data management is desirable.

Responsibilities

• Serves as subject matter expert and functional lead for EPL and related Community Development software applications.
• Collaborate with Finance, IT, and other partners to develop, maintain, and deliver reports and data on activities and metrics.
• Develop, maintain, and update departmental SOPs to promote consistent processes.
• Respond to information requests and provide clear guidance to internal and external customers.
• Support department management with special projects and fiscal processes.

Education

Bachelor's degree or equivalent in business/public administration/program or project management

Two years of experience in planning, development, implementation and/or administration of programs in government

The Community Development Department is seeking a motivated, analytical, and collaborative individual to service as its Program Development Specialist. This position will serve as the department’s subject‑matter expert and functional lead for its software applications, helping ensure systems effectively support business operations and service delivery. The Specialist will also lead efforts that strengthen data management, reporting, and performance metrics that inform decision‑making and meet critical business needs. Working across teams, this position will identify opportunities to improve processes, develop effective solutions, and support department leadership, staff, and customers. Creativity, collaboration, technical aptitude, and attention to detail will be essential in this role.

• Serves as subject matter expert and functional lead for Enterprise Permitting & Licensing (EPL) application and other Community Development software applications, supporting troubleshooting, process improvements, and user needs.
• Collaborate with Finance, IT, and other internal partners to develop, maintain, and deliver accurate reports and data on Community Development activities, permitting, building, and program metrics.
• Helps to develop, maintain, and update departmental SOPs to promote consistent, efficient, and well‑documented processes.
• Responds to requests for information regarding programs and requirements; Provides clear, accurate, and timely guidance to internal and external customers.
• Supports department management with special projects and fiscal processes.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Equivalent to graduation from an accredited four‑year college or university with major coursework in business or public administration, program or project management, public relations/affairs, or other field related to the assigned program(s); AND
• Two (2) years of experience in planning, development, implementation and/or administration of programs, projects, or systems, preferably in a government setting.

Schedule: The position will have flexible schedule primarily 4/10 M-TH; (3 in office days and one remote workday). Schedule subject to agreement with supervisor.
