The position is onsite/hybrid with several days in the Silver Spring office, handling budget materials, congressional responses, testimony, and strategic communications. Travel may be required.

Qualifications

• Bachelor's degree and 2–4 years of relevant experience or equivalent
• Excellent written communication for reports/briefings
• Strong oral presentation skills for management briefings
• Knowledge of Congress or federal budget process is a plus
• Adaptability in a fast-paced environment with changing priorities

Responsibilities

• Track appropriations and correspondence with Congress and agencies

• Draft and review congressional testimony and Questions for the Record
• Support annual budget rollout and prepare related narratives
• Prepare budget materials and programmatic charts for NESDIS senior management
• Assist with policy analysis, strategic planning and communications initiatives
• Meet regularly with customers to discuss performance and priorities
• Provide training on congressional procedures to NESDIS staff
• Some travel may be required to NESDIS sites or for staff training

Job description

Data Networks, Inc (DNC), a subsidiary of ASRC Federal, is seeking a Program Appropriations & Congressional Analyst to support our NOAA program located in Silver Spring, MD. The successful candidate will provide comprehensive legislative, budgetary, and administrative support to NOAA leadership with NESDIS. This role is highly collaborative and preparatory, focusing on managing congressional relations, annual budgets, and strategic communications.

This is an onsite/hybrid position, expected to be in the Silver Spring office several days each week.

The duties for this role include, but are not limited to:

• Track appropriations and correspondence.
• Research and prepare draft responses for members of Congress, the Congressional Research Service (CRS), and the Government Accountability Office (GAO).
• Draft and review congressional testimony, Questions for the Record, and reports to Congress.
• Support the annual budget rollout by anticipating and drafting potential questions and answers.
• Prepare budget materials, programmatic charts, tables and supporting narratives for NESDIS senior management.
• Assist with policy analysis, strategic planning and communication initiatives.
• Meet regularly with customers to discuss performance, propose new initiatives, and establish organizational priorities.
• Continuously acquire knowledge about NOAA’s activities to improve daily effectiveness.
• Provide training to NESDIS Program staff regarding congressional procedures and communication.
• Some travel may be required to facilitate congressional visits to NESDIS sites and/or to conduct staff training.

Essential Skills:

• Excellent written communication skills with experience drafting clear and concise reports/briefing materials.
• Excellent oral presentation skills with the ability to brief materials to management.
• Knowledge of Congress and/or the federal budget process is a plus.
• Adaptability and capacity to thrive in a changing and fast-paced environment.
• Strong interpersonal skills, including customer service skills, to properly manage expectations and respond to requests.
• Technical skills: Google Workspace (Docs, Sheets, Slides), Google Drive, Gmail, Google Meet, Microsoft Excel.

Requires a Bachelor's degree and a minimum of 2-4 years of experience in a related or applicable field, or an equivalent combination of education and experience.
