Job summary

Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is seeking a remote Interagency Agreement Specialist to support NOAA NOS in Silver Spring, MD. You will manage interagency agreement planning, tracking, and execution across FMCs, with a strong focus on compliance and proactive issue resolution.

You will create and maintain planning tools in Google Sheets/SmartSheets, develop SOPs, and coordinate with legal counsel and NOAA HQ to ensure timely clearance and funding.

Qualifications

• Bachelor’s degree plus 5 years' experience; Master’s degree may substitute for 2 years, PhD may substitute for 4 years.
• Strong interpersonal and customer service skills for managing expectations.
• Ability to transform data into concise, user-friendly spreadsheets and presentations.
• Excellent oral presentation skills to brief findings to management.

Responsibilities

• Oversee a portfolio of NOS FMCs as they plan and implement interagency agreements throughout the fiscal year.
• Create and maintain Google Sheets to plan and track progress.
• Coordinate with FMCs to create annual agreement planning trackers forecasting needs for next fiscal year.
• Monitor the status of planned agreements as they move through clearance.
• Anticipate questions from legal counsel to speed clearance.
• Coordinate with NOAA HQ to troubleshoot agreement funding issues.
• Use tools such as Google Sheets and SmartSheets to improve efficiency of agreement management.
• Hold monthly check-ins with FMCs to review planned agreements and troubleshoot issues.
• Create SOPs and checklists for common agreement processes.
• Update the NOS Agreement Handbook to comply with new policies or processes.
• Provide agendas and regular status updates at division level meetings.
• Provide coordination on agreement plans and execution across multiple budget office divisions
