Job summary

Omni Tax Solutions seeks a Program Analyst to provide high-level analytical and strategic support to the Office of the Chief of Staff. Qualifications

• Bachelor's degree in environmental studies, marine affairs, marine biology or related.
• Minimum of 5 years of demonstrated experience in research reports and briefings within NOAA mission-driven environment/contract.
• Ability to manage complex schedules, facilitate public meetings, and draft high-quality reports without external supervision.
• Ability to interact with senior leadership and external stakeholders with discretion and professionalism.
• Capacity to manage multiple deadlines in a fast-paced, quick response environment.
• Excellent verbal communication and training skills; explain complex congressional procedures to non-experts.
• Willingness and ability to travel as needed to support events and logistics.

Responsibilities

• Develop comprehensive written products including white papers, briefing papers, fact sheets, and programmatic guidance on R&D coordination and administration.
• Provide expert input on ad hoc stakeholder requests regarding R&D policy development, status, and assessment.
• Design and implement mechanisms to track R&D developments and publications; conduct quality assessments of internal information resources, including templates, handbooks, and online tools.
• Execute full-cycle logistics for national/regional R&D meetings, including agenda development, participant tracking, note-taking, and documentation of after-action reports.
• Develop and maintain high-quality internal and external web content to support transparency and stakeholder engagement.
