Job summary

Data Networks, Inc (DNC), a subsidiary of ASRC Federal, seeks a Program Appropriations & Congressional Analyst to support NOAA NESDIS in Silver Spring, MD. The role focuses on legislative, budgetary, and administrative duties, collaborating with NOAA leadership and Congress.

The position is onsite/hybrid with several days in the Silver Spring office, handling budget materials, congressional responses, testimony, and strategic communications. Travel may be required.

Qualifications

• Bachelor's degree and 2–4 years of relevant experience or equivalent
• Excellent written communication for reports/briefings
• Strong oral presentation skills for management briefings
• Knowledge of Congress or federal budget process is a plus
• Adaptability in a fast-paced environment with changing priorities
• Strong interpersonal and customer service skills to manage expectations

Responsibilities

• Track appropriations and correspondence with Congress and agencies
• Draft responses for Members of Congress, CRS, and GAO
• Draft and review congressional testimony and Questions for the Record
• Support annual budget rollout and prepare related narratives
• Prepare budget materials and programmatic charts for NESDIS senior management
• Assist with policy analysis, strategic planning and communications initiatives
• Meet regularly with customers to discuss performance and priorities
• Provide training on congressional procedures to NESDIS staff
• Some travel may be required to NESDIS sites or for staff training
