The Department of Revenue is seeking a Staff Development Program Specialist in the Engagement and Strategy Section within the Enterprise Services Division. This position can be headquartered at the following office locations: Eau Claire, Green Bay, Madison, Milwaukee, or Wausau, WI.

Position Summary

This position is responsible for the on-going needs assessment of training programs and learning activities associated with agency initiatives, policies, procedures, and other areas for the benefit of Department of Revenue staff. The position will strategize with other program specialists to develop, coordinate, and administer learning and development opportunities for employees. The position will work with content experts in the development and implementation of training content. This will include coordinating with supervisors and managers to ensure that professional development and growth opportunities are available to staff. The position conducts evaluations of the effectiveness of training as assessed by participants, their supervisors, and leadership and will leverage the results of the evaluation to develop training curricula, develop, and implement improvements or revisions as necessary, and maintain and report program data.

The starting pay rate for this position is between $31.00 - $35.00 per hour, depending on experience and qualifications.

The classification of this position is Staff Development Program Specialist, which is in Pay Schedule 81, Pay Range 04. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

Background Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.

I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Remote Work/Telework: This position is eligible for remote work/telework up to 60%. While on probation, telework may gradually increase up to 60% based on employee performance and work unit needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.

Work Schedule:This position works Monday – Friday during daytime hours.

Qualifications

Minimally qualifiedcandidates will have all of the following:

Experience organizing and prioritizing multiple activities

In addition to the minimum qualifications, well-qualifiedcandidates will also have experience:
