Job summary

Wisconsin Department of Transportation (WisDOT) is seeking a Lead Web Application Developer to provide advanced Java web development and technical leadership for DMV and DSP projects. This full-time role blends policy guidance with hands-on delivery and cross-functional collaboration.

Based in Madison with remote work up to five days per week, the position requires guiding development standards, performing code reviews, mentoring the team, and troubleshooting complex issues.

Qualifications

  • Experience in application development using Agile, Scrum, Kanban, Waterfall, or similar methodologies.
  • Significant technical consulting experience analyzing requirements to recommend solutions.
  • Experience leading an application development team and providing leadership.
  • Experience with automated testing tools and DevOps processes.

Responsibilities

  • Lead efforts in formulating policy, standards, procedures, and guidelines for web application development.
  • Facilitate code and design reviews to ensure quality and consistency.
  • Provide development support, 4th level troubleshooting, and escalation as needed.
  • Collaborate with division customers, IT managers, developers and vendors on cross-functional solutions.

This full-time permanent position is headquartered at the Hill Farms State Office Building on the nearwest side of Madison, WI and allows the option to work remotely up to 5 days per week. All employees are generally expected to be headquartered and work within the State of Wisconsin. Position Summary

We are seeking a team member to share new ideas and collaborate on projects that enable the citizens of Wisconsin to use customer self-serving applications and tools to conveniently obtain agency products and services online.

In this role, you will provide advanced business analysis and Java web development for complex enterprise IT projectsand consults on technical design and application support issues, primarily focused on motor vehicle systems.

Primary responsibilities include:

  • leading efforts in the formulation of policy, standards, procedures, and guidelines for web application development for developer usage
  • facilitating quality through code and design reviews
  • providing developers and project teams application development support,4th level troubleshooting and escalation support
  • working with division customers, IT managers, application developers and vendors to collaborate and to develop cross-functional business solutions
Salary Information

This position is in schedule-range (07-32) with an annual salary of $100,880 - $125,840 (or $48.50 - $60.50 per hour), plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A qualified candidate must detail having experience in all of the following in order to be considered:

  • Working in application development using various methodologies (Agile, Scrum, Kanban, Waterfall, etc.)and Test-Driven Development (TDD)
  • Significant technical consultation experience (analyzing business/user requirements to recommend solutions for application development/enhancements)
  • Working in a technical leadership role leading an application development team
  • Experience leading teams in the implementation of automated testing tools (regression test, unit test) and Dev Ops. processes

In addition to having experience in all of the above criteria, a highly qualified candidate will also detail having experience with one or more of the following:

  • Developing micro-servicesand single-page applications
  • Working with Playwright for regression test automation
