Job summary

The Division of Enterprise Technology (DET) in Madison, WI, seeks a Financial Specialist Senior to oversee complex financial management, auditing, and bookkeeping for multiple IT funding sources. Responsibilities include enabling the IT Business Management tools, enhancing automation, and ensuring accurate financial transactions.

Qualifications

Responsibilities

  • Audit and oversee accounts payable/receivable for multiple programs and funding sources.
  • Create requisitions for IT product procurement; process invoices and payables.
  • Collaborate with Finance and DOA to resolve invoice discrepancies.
  • Develop and maintain DET administrative standards and procedures (AP/AR, requisition entry).
  • Provide technical/business consulting for DET Financial components in IT systems and automation.

The Division of Enterprise Technology (DET) delivers statewide IT services that help Wisconsin agencies, local governments, and partners work efficiently and securely. All employees are expected to live and work in Wisconsin. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

As a Financial Specialist Senior assigned to DET, this position provides highly complex levels of financial management auditing and bookkeeping oversight for multiple programs and funding sources. The position has primary responsibility of accounts receivable to include but not limited to creating requisitions for procurement of information technology (IT) products, receipt invoices, and accounts payable with state purchasing card for DET and Department of Administration (DOA) and DOA-supported agencies.

Under general supervision, this position also has responsibility of auditing and reviewing financial transactions with coordination with the Finance team members and can solve issues with the vendors on invoice discrepancies. This position is responsible for working with all areas within DET and with other DOA Division representatives. This position is also responsible for assisting in the creation and maintenance of DET administrative standards and procedures (i.e., accounts payable/receivable, requisition entry), subject to the Business Services Director's review and approval.

Additionally, this position is responsible for providing technical and/or business consulting related to the development, integration, implementation and on-going support of the DET Financial components in the IT Business Management suite of tools. This position will also provide enhancements to the financial management process to include updating already existing automation processes, incorporating any new automation or reporting functions. The collaboration needed to complete these activities includes contacting, consulting, and negotiating with all levels of Department of Administration management and other state agencies.

Salary Information

Starting salary for the Financial Specialist Senior (02-13) will be $29.28 per hour. A 12-month probationary period is required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Interviews may be conducted onsite in Madison, WI. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Remote work flexibility will be discussed in more detail in the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience with Accounts Payable/Receivable.
  • Experience or education in Bookkeeping, accounting, or GAAP processes.
  • Experience with multiple funding sources and accounting codes.
  • Experience using business software applications, databases, or spreadsheets for processing financial transactions (e.g., PeopleSoft, Quicken, Excel, etc.)
  • Experience processing and tracking IT financial transactions

In addition to the above, more than qualified applicants may have the following:

  • Experience recovering expenses in multiple accounts/appropriations.
  • Experience with IT Business Models.
