Job summary

This position is located at the State Farm Complex in Goochland County, Virginia. The Buyer Specialist performs purchasing functions following VPPA, DPS, DGS, and departmental policies, including writing specifications, RFIs, and RFPs.

It evaluates bids, communicates issues to the Accountant and Business Manager, and coordinates vendor performance while ensuring policy adherence. Minimum qualifications include procurement experience; a VCA or VCO is preferred, or the candidate must obtain VCA

Qualifications

• Experience in public/private procurement and contract administration.
• Knowledge of VPPA, DPS, and DGS policies is preferred or required.
• Ability to obtain VCA within 1 year if not already certified.

Responsibilities

• Writes specifications, invitations for bids, and requests for proposals.
• Evaluates bids with the user and makes initial award decisions.
• Coordinates vendor performance evaluations and ensures policy adherence.
• Keeps Accountant and Business Manager informed of issues and resolutions.
